The City may maintain a Board of Health and Health Department in accordance with the general laws of Ohio; and the Board of Health shall have all the powers and the duties which are conferred by the general laws; and such other powers and duties as may be conferred upon it by ordinance of the Council. The Health Department may be provided by contracting with a regional or county Board of Health, Health Department or Health District.
