No license shall be issued until a certificate of approval has been delivered to the Mayor from:
(a) Health Commissioner stating that the premises have been inspected and are in compliance with health regulations in regard to the sanitary conditions.
(b) Fire Chief stating that the premises have been inspected and are in compliance with the fire code.
(c) Said Health Commissioner and Fire Chief shall cause an inspection to be made on the subject premises within five days of the filing of an application for a license and the payment of the application fee.
