It shall be the duty of the Mayor, upon payment of the required license fee, and receipt of the certifications required by this chapter, to issue to any person of the age of eighteen years or older, a license for any purpose named in this chapter. Each license shall express upon its face the time and purpose for which it is issued; the name of the person to whom it is issued; and, if issued for the use of a hall or building, the person to whom it is issued shall be designated as owner, lessee, or manager, as the case may be. Each license shall be signed by the Mayor and he shall keep a record of all licenses issued by him, which shall state the name of the person to whom such license is granted, the purpose, date, and length of time for which it is issued and the amount of money received therefor.
