For so long as the City shall maintain a Department of Water, the Department of Water shall consist of a qualified and licensed Superintendent of Water Treatment, Manager and other such employees as may be provided by current or future ordinances or resolutions of the Council. The Director of Administration shall serve as the Manager of the Department of Water.
The Manager of the Department of Water shall exercise direct supervision over Superintendent of Water Treatment and all employees in the Department and shall be responsible to the Mayor for the proper and efficient operation of the Department.
