(a) No person shall maintain a junk yard or junk shop within the corporate limits of the City unless such business is carried on entirely inside a building, or unless the premises on which such business is carried on, be entirely enclosed by a substantially built fence at least seven feet in height, except where such junk yard or junk shop abuts upon a railroad right of way having spur tracks serving the portion of such road. Under such circumstances no fence will be required on that portion of the property so used abutting upon the right of way of the railroad.
(b) Such fence and its construction for the purpose intended must meet with the approval of the City Engineer. Such fence shall be maintained in a neat, safe condition and shall be painted. Gates for access to the premises shall swing inwardly and such gates shall be closed when the premises are not open for business. All fences or buildings which serve as enclosures of junk yards shall be erected not closer than the setback line established on the street.
