The City may maintain a Department of Sewage Treatment which, in the event the City should maintain such a Department, shall consist of a licensed and qualified Superintendent and such other employees as may be provided by ordinance or resolution of Council.
In the alternative, the City may combine with a regional or county Wastewater or Sewage District for providing wastewater treatment services for the City.
In the event the City elects to maintain a City-operated Department of Sewage Treatment, the Superintendent of Sewage Treatment shall exercise direct supervision of all employees of the department. The Superintendent shall be responsible to the Mayor and Director of Administration for proper and efficient operation of the sewage treatment facilities of the City.
