The Department of Streets and Parks shall consist of a working foreman and such other employees as may be provided by ordinance of Council. The foreman shall be appointed by the Mayor, shall serve at the pleasure of the Mayor, and shall exercise direct supervision over all employees in the department. He shall be responsible to the Mayor and the Director of Administration for providing proper and efficient services by the department.
The foreman shall exercise direct supervision over the employees assigned work associated with the parks and playgrounds and perform such other duties as may be directed by the Mayor or the Director of Administration.
