The Mayor is hereby authorized to grant the license required by Section 717.02
to any applicant therefor who is of good character and is a resident and citizen of the City, upon the payment by such applicant of a license fee in the sum of one hundred dollars ($100.00) per annum, and the execution by such applicant of a bond to the City in the penal sum of five hundred dollars ($500.00), with sufficient surety to be approved by the Mayor, and conditioned that he will faithfully observe the provisions of this chapter.
