709.04 ATTACHING ADVERTISEMENT TO UTILITY POLES.

No person shall stick, post or attach any poster, sign, advertisement, handbill, literature or placard of any description upon or against any telegraph, telephone or other utility pole within the limits of the City without first having obtained permission from the Mayor.
