No person shall:
(a) Stick or post any advertisement, poster, sign, handbill, placard or literature of any description upon any public or private building, or upon any tree, post, fence, billboard, sidewalk, curbstone, street or any grounds or other structure or thing whatsoever, the property of another, without permission of the occupant or owner of the same.
(b) Paint, mark, write, print, impress or in any manner attach any notice or advertisement, or the name of any commodity or thing, or any trademark, symbol or figure of any kind upon or to any sidewalk, step or stone, or anything whatsoever the property of another, without first obtaining permission of the owner thereof.
