557.02  NOTICE TO OWNER.
   Upon information that grass which is at least one foot high is growing on lands in the City of Campbell or any litter and/or miscellaneous debris (i.e. any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or is about to become noxious, offensive, injurious or dangerous to the public health, comfort or safety), plants other than trees, bushes, flowers, excluding cultivated ornamental flowers, bushes and plants, thistles, jimson, burdock, ragweed, cocklebur, or any other weeds found growing to the height exceeding 1 foot or more in height, bushes, shrubs, plants, trees or other vegetation hanging over or growing onto or along any curb, sidewalk, street, lane or alleyway or other public ground within the City so as to create a hazard or obstruction to pedestrian or vehicular traffic are hereby declared to be unlawful as a public nuisance, the Director of Administration shall cause a written notice to be served upon the owner, lessee, agent or tenant having charge of such land notifying him that litter, weeds or grass which is at least one foot high is growing on such lands and must be cut and destroyed within five days after the service of such notice.  If the owner or other person having charge of such land is a non-resident whose address is known such notice shall be sent to his address by registered mail.  If the address of such owner is unknown, it shall be sufficient to publish such notice once in a newspaper of general circulation in the County.
