In the event of death, resignation, or recall from office of the Mayor, or his ceasing to qualify for such office, the Council President shall succeed to the office of mayor to serve the unexpired term, and until a successor is elected and qualified. The office of Council President shall become vacant and shall be filed as provided in Section 2.04
of this Charter.
