The Mayor, his directors and department heads shall attend all meetings of the Council. The Mayor may introduce ordinances and resolutions in the Council and take part in the discussions on all matters coming before it, but neither he nor his directors or department heads shall have any vote therein. He shall make such recommendations to the Council for the welfare of the City as he deems wise or suitable.
