The Mayor shall be responsible for preparation of a schedule of anticipated expenditures for the next succeeding fiscal year to be presented annually to Council by June 15. He shall advise Council as to the financial condition and needs of the City, including necessary appropriation measures. He shall see that the terms and conditions of any franchise or contract to which the City is a party are faithfully kept and performed. Unless otherwise provided by this Charter, he shall execute all contracts to which the City is a party. Together with the Director of Finance, he shall execute on behalf of the City all conveyances and evidences of indebtedness. At the first regular meeting in January of each year, and at such times as the Council may direct, he shall report to the Council concerning the affairs of the City.
