§ 177.09 INTERPRETATION OF SUBCHAPTER; CONFLICTS WITH STATE LAW.
   In the interpretation and application of this subchapter, all provisions shall be: considered as minimum requirements; liberally construed in favor of the governing body; and deemed neither to limit nor repeal any other power granted under State statutes. Where a provision of this subchapter is in conflict with a State law, such State law shall take precedence.
