In order that the charges for sewerage services may remain fair and equitable and be in proportion to the cost of providing such services to the various users or user classes, Council shall cause a study to be made on an annual basis from the date of adoption of this subchapter. The results of said study shall be used as a basis for any rate adjustments necessary to maintain sufficiency of revenue and/or proportionality between classes.
