§ 172.47 DETERMINATION OF CHARGES.
   For the use of and the service rendered by the sewerage works, charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the village sanitary system or otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary sewerage system of the village. Such charges include user charges, debt service costs and other service charges and the same shall be payable as hereinafter provided and shall be in an amount determinable as follows:
   (A)   Sewage charges shall be based on the quantity of water used on or in the property or premises that are subject to such charges, as the same is measured by the water meter there in use, except as herein otherwise provided. Sewage service bills shall be rendered on a regular schedule as established by Council. The water usage schedule on which the amount of said charges shall be determined shall be as established by Council ordinance or resolution.
   (B)   Dischargers of wastewater having a suspended solids concentration in excess of 250 mg/l shall pay an excessive strength surcharge to the village for the additional treatment cost associated with high-strength waste. The cost shall be $0.37 per pound of suspended solids loading generated in excess of 250 mg/l concentration.
   (C)   Dischargers of wastewater having a BOD concentration in excess of 250 mg/l shall pay an excessive strength surcharge to the village for the additional treatment cost associated with high-strength waste. The cost shall be $0.37 per pound of BOD loading generated in excess of 250 mg/l concentration.
   (D)   Dischargers of wastewater having a NH3N concentration in excess of 30 mg/l shall pay an excessive strength surcharge to the village for the additional treatment cost associated with high-strength waste. The cost shall be $0.44 per pound of NH3N loading generated in excess of 30 mg/l concentration.
   (E)   For sewer service rendered to the village, Council shall be subject to the same charges provided herein for other users.
   (F)   There shall be a minimum monthly user charge for sanitary sewer service for each property having sanitary sewer service available with an active water service account. Availability of sanitary sewer service is as set forth in § 172.03(B).
