Nothing in this subchapter shall be construed to prevent any special agreement or arrangement between the village and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the village for treatment, subject to payment therefor by the industrial concern. However, the payment shall not be less than the pollutant surcharges provided for in §§ 172.45 et seq.
