§ 172.02 UNLAWFUL DEPOSITS AND DISCHARGES UPON PUBLIC OR PRIVATE PROPERTY OR INTO NATURAL OUTLETS.
   (A)   No persons shall place, deposit, or permit to be deposited, in an unsanitary manner upon public or private property within the village, or in any area under the jurisdiction thereof, any human or animal excrement, garbage or other objectionable waste.
   (B)   No person shall discharge to any natural outlet within the Village, or in any area under the jurisdiction thereof, any sanitary sewage, industrial waste, or other polluted water, except where:
      (1)   Sufficient capacity does not exist in the public sewer to accept the discharge;
      (2)   The Village approves the discharge; and
      (3)   Suitable treatment has been provided in accordance with subsequent provisions of this division.
   (C)   No person shall place, deposit, or permit to be deposited, in an unsanitary manner on public or private property within the jurisdiction of the village any wastewater or other polluted waters except where suitable treatment has been provided in accordance with provisions of this subchapter and the NPDES permit.
