Effective July 1, 2006, Camden County, a political subdivision and body politic of the State of North Carolina, shall conduct itself as a unified government, with all powers, rights and responsibilities delineated in G.S. § 153A-471, except that Camden County shall not exercise any powers or responsibilities for the construction of roads, streets and sidewalks, including construction, maintenance, repair and drainage.
