(A) The Board of Commissioners finds that it is imperative new construction be connected to public waters systems, whenever possible, so as to decrease risks to public health and safety.
(B) (1) Pursuant to G.S. §§ 153A-1 through 153A-284, every applicant for a building permit of a dwelling or commercial building shall present proof that the building site is presently or shall be connected to a public water supply system where the public water supply system is located within 400 feet of the building site.
(2) This section does not apply to any building permit applied for, when the fee is paid in full, on or before January 2, 2000.
(3) This section shall not apply when the person applying for a building permit is the same owner continuously since January 2, 2000. This exemption shall apply only to one permit for one parcel that existed on or before January 2, 2000.
