§ 31.02 SPECIAL TRUST FUNDS.
   (A)   (1)   There are hereby created, in the financial records of the county, several special trust funds to be used for specific public purposes.
      (2)   A special trust fund shall be created on the books when a contribution, gift or other transfer is made which shall become an asset of the special trust fund.
      (3)   All contributions, gifts, donations, bequests and other transfers of any tangible or intangible item of value into these trusts shall be utilized exclusively for public purposes and shall confer a benefit upon the government or general public and must be used to further the public functions of government.
   (B)   The County Manager may accept or deny any contribution, gift, bequest, grant or other transfer to a special trust fund that serves to further the purpose of the special trust fund and is otherwise in accordance with the law.
   (C)   The several special trust funds created under this section shall have the purpose and function so described in this section, and assets of the trust may be used so described for the special trust fund. Any asset may be used for the construction, demolition, rehabilitation, renovation and maintenance of any facility associated with the purpose of the special trust and for the operation and furtherance of that purpose. Terms and phrases used in this division shall be construed liberally and sufficient so as to meet the reasonable needs of the purpose associated with the special trust fund. The funds are as follows:
      (1)   Courthouse Restoration Special Trust Fund, for the benefit of the Historic County Courthouse;
      (2)   Camden County Community Park Special Trust Fund, for the benefit of the Camden Community Park;
      (3)   Dismal Swamp Trail Special Trust Fund, for the benefit of the Dismal Swamp Trail;
      (4)   Pasquotank River Access Special Trust Fund, for the Benefit of the Pasquotank River Access facility at or near the end of Milltown Road, Shiloh Township;
      (5)   Senior Center Trail Special Trust Fund, for the benefit of the Senior Center Trail; and
      (6)   Landfill Host Fee Trust Fund, for the deposit, investment and use of host fees received by Black Bear Disposal LLC.
