Whenever a public hearing is required by this chapter and related communications ordinances, the public hearing must be advertised in a newspaper with general circulation within the county at least ten working days before the hearing, the hearing shall be open to the public and provide for public comment and any reliable, relevant evidence that is not unduly repetitive shall be admissible.
