§ 34.21 AUTHORITY TO SUMMON ASSISTANCE; OBEDIENCE REQUIRED.
   The Chief of Police or any police officer is authorized and empowered to call upon any bystander to assist him in making any arrest, when assistance is necessary. Any person responding to a call, and aiding in an arrest, shall be as fully protected in his actions as a police officer of the city. No person shall fail to comply with such call for assistance.
