Each member of the police force shall be in full uniform and neat in personal appearance while on duty. Each member shall strictly refrain from drinking any intoxicating liquors, or loafing or smoking on the streets within the business district, and shall at all times conduct himself in a quiet, genteel, and orderly manner. Each member shall act with prudence, coolness, and judgment, and with a deliberate determination to preserve order, keep the peace, and enforce the ordinances of the city, and shall be courteous at all times.
