§ 34.04 CHIEF OF POLICE SHALL RECORD ALL ARRESTS.
   The Chief of Police shall keep a blotter purchased by the City Manager in his office on which he shall record all arrests made by the members of the Police Department, the offense charged, and the articles taken from the person arrested.
