The Chief of the Fire Department shall have general superintendence and control of the Fire Department subject to the City Manager. Should any firefighter fail or neglect to act in accordance with the provisions of this chapter, to carry out orders and instructions of the Fire Chief while on duty, or neglect or fail to go on duty, he shall be liable to suspension from the Department or final discharge.
