(A) The Chief of the Fire Department shall administer the Fire Prevention Code, but where any conflict arises, it shall be referred to the Board of Construction Appeals. The Chief shall meet with the Board of Construction Appeals in all matters, but shall have no vote. He shall perform any other duties as may be prescribed in this code, other ordinances of the city, state law, or assigned to him by the City Manager.

(B) In order to secure adequate and sufficient inspection, the Chief of the Fire Department or his detail shall be admitted free of charge to any theater, church, or other place of public gathering.
