(A) For the purpose of this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"HOUSE CAR" or "TRAILER." Any structure intended for or usable for human habitation mounted upon or susceptible of being mounted upon wheels and which can be moved from place to place either by its own power or power supplied by some vehicle attached or to be attached thereto.
(B) It shall be unlawful for any person to park, use, place, or locate any house car, trailer, or similar structure for the purpose of using the same for human habitation on any lot, tract, or parcel of land within the city.
(C) Persons actually engaged in a carnival or circus duly licensed shall be permitted to occupy house cars, trailers, or similar structures for the period licensed for showing only.
