The members of all boards and commissions, in addition to any qualifications or exceptions thereto set forth in the provisions of this code or other ordinances creating the same, shall be duly qualified and registered voters of the city, excepting members of the Advisory Animal Control Commission and members of the Archives and Museum Commission and members of the Price House Commission, who may be duly qualified and registered voters of the County of Kershaw, and where possible shall have demonstrated some interest or proficiency in the field in which such board or commission operates.
