(A) The absence of a member of any board or commission from two consecutive meetings shall be reported by the Chairperson of the board or commission to the City Council, who shall declare the absentee's seat vacant. However, the Chairperson of said board or commission, or the City Council, in its discretion, may waive the provisions of this section for circumstances beyond the appointee's control.
(B) A vacancy created by absenteeism may be filled by the City Council for the remainder of the term of such person.
