(A) Advisory. The following commissions shall be designated as advisory, and action by such commissions shall be limited to advisory functions. Such commissions shall have the authority to originate recommendations as well as consider matters referred to them by the City Council or the City Manager. Reports of such commissions shall be channelled through the City Manager. The commission designated as advisory is the Parks and Trees Commission.

(B) Standing. The following commissions and boards shall be designated collectively as standing commissions or boards. Such standing boards and commissions shall include the Board of Construction Appeals, the Price House Commission, the Planning Commission, and the Parks and Trees Commission.
