Every vehicle for hire shall be operated by or under the supervision of the person to whom the license is issued; provided, however, that the holder of a certificate of public convenience and necessity for the purpose of operation of a taxicab and who owns and operates a central radio system and has a telephone number listed under a trade name identical to or similar to the name in which the taxi license is issued may enter into a lease arrangement for a minimum term of 90 days for the operation of a vehicle either as lessor or lessee upon such terms as may be agreed to by the parties, provided that the holder of the license shall be responsible for compliance with the provisions of this chapter.
