No vehicle for hire shall be licensed to do business in or use the streets of the city unless there shall first have been obtained from the City Council a certificate of public convenience and necessity therefor. For purposes of this chapter, doing business on the streets of the city is defined as entering the city for the purpose of picking up a fare or delivering a fare to the designated destination a minimum of six times during the course of a calendar year.
