The city reserves the right to have any applicant examined by a physician appointed by the city before issuing a permit to such applicant to drive a vehicle for hire within the city. The physician so appointed, who must be licensed to practice in this state, must certify that the applicant is not disabled by reason of defects of sight, hearing, body or limbs from safely operating a motor vehicle in and upon the streets of the city.
