§ 31.086 DUTIES AS TO STREETS, PARKS, AND COLLECTION OF GARBAGE.
   The Director of Public Works shall have general superintendence over the streets and parks of the city; the collection of garbage, trash, and refuse; and any other duties in reference thereto as may be annexed to his office by the City Manager or vested in him by this code.
