If, after the initial inspection, the Chief of Police or his designated assistant finds that any vehicle for hire does not comply with the provisions of this article, the license therefor may be suspended by him and such vehicle for hire shall not be operated on or over city streets until the vehicle for hire shall have been put in proper condition, pursuant to the terms of this chapter, and the license reinstated.
