No dealer buying or purchasing precious metals, precious or semiprecious stones or gems shall, for a period of two weeks from the date and time of purchase thereof, melt down, cut, alter, or change the form of the precious metals, or precious or semiprecious stone or gem from that bought or purchased, or transport the same from the city.
