No dealer shall himself or through any other person either directly or indirectly purchase any precious metals, precious or semiprecious stones or gems from any person under the age of 18 years without the written permission of the parent or guardian of the minor, which written permission shall be filed with the book of purchases and maintained as a part thereof for three years and a certified legible copy of the written permission filed with the copy of the records required to be filed with the Chief of Police and the original thereof shall be produced and subject to inspection whenever required by anyone authorized to inspect the records of the dealer.
