No pawnbroker shall himself or through any other person, either directly or indirectly, take in pawn, purchase, or receive by way of pawn, barter, exchange, or bailment any personal property of any kind whatsoever from any minor without the written permission of the parent or guardian of that minor, which written permission shall be filed and shall be produced whenever required by anyone authorized to inspect the shops.
