(A) The City Clerk shall be the custodian of the official seal of the city and all official documents of the city and shall keep all records, books, and documents entrusted to his care in a safe and convenient place.
(B) The City Clerk shall make available for inspection by any citizen, any representative of a citizen's organization or any representative of the press, at all reasonable times and under reasonable regulations established by the City Manager, all official documents in his custody, except records and documents, the disclosure of which, in the uncontrolled discretion of the City Manager, would tend to defeat the lawful purpose which they are intended to accomplish.
