The City Manager may designate, by letter filed with the City Clerk, a qualified administrative officer of the city to perform his duties during the temporary absence or disability of the City Manager. In the event of the failure of the City Manager to make a designation, the Council may, by resolution, appoint an officer of the city to perform those duties until the City Manager shall return or his disability shall cease. During such absence or disability, the Council may revoke such designation, at any time, and appoint another officer of the city to serve until the Manager shall return or his disability shall cease.
