§ 31.001 DISCHARGE, SUSPENSION OF CERTAIN CITY OFFICERS.
   (A)   It shall be the duty of the Mayor, except as otherwise provided by this code, in case of the disobedience or misconduct of any of the city officers elected by the Council, to prefer charges against any officer, and, if necessary, to suspend that officer until the charges shall be heard and tried by the Council.
   (B)   The Council shall hear all charges preferred against any officer of the city by the Mayor and, after an impartial hearing, pass judgment and sentence, when guilty, upon that officer, as in their judgment may be meet and just.
   (C)   The Council shall have full power to suspend any officer and, for sufficient cause, to remove him from office.
