(A) Absent exigent circumstances or as may be otherwise permitted by state law, matters to be considered by the Council at any regularly scheduled or special meetings shall be placed on a written agenda prepared by the City Manager and publicly posted on a bulletin board in a publicly accessible place at the offices of the city and on the city’s website, and shall be provided to persons or organizations, local news media, or such other news media as may request notification thereof, at least 24 hours prior to the applicable meeting. The agenda shall include the date, time, and place of such meeting. In the event of any conflict between this section and state law as to the methodology for providing and posting an agenda, state law shall be deemed controlling, regardless of whether the provisions herein are more restrictive than state law.
(B) To the extent a meeting is held in an electronic format, the agenda shall include meeting access information.
