§ 30.34 RULES OF STATE HOUSE OF REPRESENTATIVES TO GOVERN COUNCIL MEETINGS IN ABSENCE OF SPECIFIC RULE.
   (A)   Except as otherwise required by state law or ordinance, all proceedings of the Council shall be governed by Robert’s Rules of Order. The City Attorney shall attend any meeting as requested by Council (either in person or electronically), and when present, the City Attorney shall act as Parliamentarian. In the absence of the City Attorney, the Council may request that a member of the city staff serve as the Parliamentarian.

   (B)   To the extent Robert's Rules require a physical presence of the Council for purposes of constituting a quorum, such requirement is waived so long as the Council maintains a quorum under § 30.31 hereinabove. Further, to the extent Robert's Rules or any other procedural rules, procedures or regulations conflict with any other provision of this code, the provisions of the code shall be controlling in all instances.
