§ 30.32 VOTING.
   (A)   All actions of Council shall be by majority vote of members present (either in person or electronically) at a public meeting. Every member of Council present shall vote on every question except when required to refrain from voting by state law. The vote on every question shall be by voice vote unless:
      (1)   A two-thirds or other super-majority is required;
      (2)   Any member requests a roll call vote; or
      (3)   For any meeting of Council where one or more Councilmembers are participating electronically.
      In the event of any of the foregoing, the vote shall be roll call. Votes shall be recorded in the Council meetings by the City Clerk.
   (B)   Councilmembers in attendance by telephonic or other electronic means shall have all rights, including, but not limited to, the right to make motions, second motions, and to discuss and vote on all matters under consideration by Council.
   (C)   Any member may, if he desires, have his reasons for voting for or against any measure recorded on the minutes. ('64 Code, § 2-9)
   (D) The Mayor, unless otherwise prohibited by law or excused by Council, shall vote on any matter before Council. If, due to the absence of one or more members, his vote shall result in an equally divided Council, the question shall be decided in the negative but may be reconsidered by a full Council.    (E)   No member of Council may leave the Council chamber (or the electronic forum, as applicable) while in public session without the permission of the presiding officer.
