§ 30.31 PRESIDING OFFICER; PRESENCE OF QUORUM.
   (A)   Immediately at the hour appointed for meeting, the Mayor shall take the chair and, if a quorum be present, shall proceed to business.

   (B)   A simple majority of the total membership of Council shall constitute a quorum for the conduct of any business at a meeting. A Councilmember present (either physically or by telephonic or other electronic means), but disqualified from voting on a question by state law due to a conflict of interest, shall not be counted for purposes of a quorum.
