§ 97.38 REGULATING USE.
   (A)   No landscaping, grading or removal of any natural plants or planting materials within the strip of land owned by the city on the east shore of Kendall Lake shall be allowed without the prior permission of the Director of Public Works or his or her designee.
   (B)   It is hereby established as a policy of the city to allow the careful and selective pruning and removal of underbrush and trees within the strip of land owned by the city after the approval of the Director of Public Works or his or her designee has been obtained. Only pruning or removal of plant life as will not promote erosion or other damage to the property and which will preserve, as much as possible, the natural beauty and condition of the strip of land prior to development will be allowed.
   (C)   No man-made structures or improvements of any type shall be allowed on city property surrounding Kendall Lake.
