§ 97.17 CIVIC GROUPS AND THE LIKE; RULES AND REGULATIONS.
   The city arena shall be further available for the uses and purposes of all civic groups and organizations, subject to the following rules and regulations as to the uses and operations thereof:
   (A)   Request for reservation. All requests for the reservation and use of the city arena shall be submitted in writing, on a form and at a time as designated by the City Council, to the arena committee, which shall review the request and submit it to the Council, together with its recommendations as to approval or disapproval. No request shall be recommended for approval or approved for any use prohibited by this subchapter or detrimental to the health, welfare, comfort, safety, and convenience of the citizens of the city.
   (B)   Approval; use contract. The Council shall approve or disapprove any request, and use of the city arena shall be pursuant to and subject to the provisions of a written contractual agreement as designated by the Council and executed in the name of and on behalf of the city by the secretary of the arena committee.
   (C)   Private use prohibited. The city arena shall not be rented to individuals for any private use or purpose whatsoever.
   (D)   When local sponsor required. A local organization shall sponsor any event where a portion of any admission charge is to leave the city or the county. The local sponsoring organization will be required to retain a minimum of 25% of the gross proceeds if admission is charged or donations taken or accepted.
   (E)   Portable basketball floor. The portable basketball floor will be rented for basketball only and used for no other purpose.
