§ 95.55 DUTY OF OWNER TO KEEP CLEAN OR REMOVE WEEDS, RUBBISH, AND DEBRIS.
   (A)   It shall be the duty of owners of all lots, areas, or property in the city to keep the same clean and free of rubbish, debris, and other unhealthy and unsightly material or conditions which constitute a public nuisance.

   (B) It shall be the duty of owners of all lots, areas, or property to cut, destroy, or remove from the property all tall or unsightly weeds, grass, deleterious, unhealthy growths, or other noxious matter growing, lying, or located thereon and to remove therefrom all such conditions which constitute a public nuisance. All property shall be maintained free from weeds or plant growth in excess of 18 inches, and noxious weeds shall be prohibited.
